Caroline Foundation Grant Recipient Spotlight: Upper Shore Aging

Upper Shore Aging, Inc. serves as a support system for older residents across Caroline, Kent, and Talbot counties. Executive Director Herb Cain said that grant funding from the Caroline Foundation is crucial to their work.

“Upper Shore Aging’s programs serve low to moderate income residents in Caroline County, aged 60 and over and are designed to help senior citizens remain in their own homes,” Cain said. Upper Shore Aging serves over 31,000 local senior citizens.

Cain explained that the Caroline Foundation’s support is especially helpful because it allows Upper Shore Aging to provide resources for seniors who do not qualify for other assistance programs, “Unfortunately, many of the vulnerable senior residents of Caroline County are ineligible due to strict state and federal guidelines based on participant income, assets, and age restrictions,” he said, “Upper Shore Aging, however, is able to provide gap-filling services and case management to those seniors who are very much in need but slightly miss the eligibility requirements.”

Part of the grant Upper Shore Aging received in 2025 from the Caroline Foundation will fund a part-time case manager to identify seniors who fall into those gaps, but most of the funding will go directly toward essential needs. Cain noted that seniors will receive assistance with “incontinence supplies, nutritional supplements, personal in-home care, life alert buttons, medical adult care co-payments, medical supplies, and assistance with utility bills and rent payment to avoid evictions.”

“The services provided by Upper Shore Aging seek to provide a significant savings to the community by delaying or preventing the use of the already overloaded Assisted Living and Nursing Home systems of care,” Cain added. With federal and state funding trends declining and the senior population projected to grow significantly, he stressed the increasing importance of private partnerships, “Private grant funding sources, like the Caroline Foundation, are a much-needed resource in meeting the growing needs and demands in our communities.”

Cain said that the Caroline Foundation has been “a wonderful partner.”
