CAROLINE COUNTY, MD — September 20, 2026 — The Caroline County Department of Emergency Services is pleased to announce the promotion of Communications Lieutenant Patrick “Troy” Plutschak to Division Chief of Special Operations and Emergency Preparedness, effective September 23, 2026.
Plutschak brings more than 20 years of progressive experience in 911 operations, fire-rescue, emergency communications, emergency management, incident command, public safety technology, and community leadership to his new position.
Plutschak currently serves as a Lieutenant in the Caroline County Department of Emergency Services Communications Division, where he has developed extensive knowledge of the Department’s emergency services operations, personnel, systems, and interagency partnerships.
As Division Chief of Special Operations and Emergency Preparedness, Plutschak will have a broad range of responsibilities supporting the Department’s emergency management, special operations, emergency preparedness, communications technology, homeland security, special events, and operational planning efforts. The position is designed to strengthen coordination across these disciplines and further enhance Caroline County’s overall preparedness, response, and operational capabilities.
Throughout his career, Plutschak has demonstrated a commitment to public safety, operational preparedness, and service to the community. His experience across multiple areas of emergency services provides valuable perspective as the Department continues to strengthen its capabilities and prepare for a wide range of emergencies and complex incidents.
